ARRA/Economic Stimulus

With the enactment of the American Recovery and Reinvestment Act (ARRA) of 2009, RLS & Associates, Inc. (RLS) quickly became instrumental in assisting States with the implementation and successful distribution of ARRA funding, and have provided a wide array of services in this regard to State Departments of Transportation (DOTs).  Because the Act’s implementing regulations required that 50 percent of the funds apportioned to each State be obligated within 180 days after notice of apportionment, the DOTs had very little time to solicit, review, and approve projects in order to submit a program of projects in sufficient time to meet FTA processing requirements for a September 1, 2009 obligation deadline.  RLS assisted the DOTs with developing and issuing grants applications, application reviews and evaluation, including selection criteria development, project feasibility and assessments, procurement issues, and preparing a program of projects that could be submitted directly to FTA.  ARRA facility assessment procedures developed for the Indiana DOT were recognized as a “best practice” by the FTA.  Following project submission and FTA approval, RLS provides project monitoring and administrative assistance on an as needed basis.
