Darcy Downs

Darcy Downs is a Transit Planner with 14 years of experience in community transit, multimodal transit planning, and university transportation. She is highly accomplished in data analysis and database management, especially in Microsoft Access and Excel. Darcy has worked with dozens of North Carolina community transit systems to train their staff to use scheduling software, improve their business practices, and modernize record and data storage. Her experience also includes management of electric vehicle charging programs, e-bike and scooter share programs, and published research in comparative analysis of small transit systems. Darcy has worked for transit organizations of varying sizes including GoTriangle, Orange County (NC), and NC State University’s Wolfline. Prior to her work in transit and transportation planning, Darcy studied politics at St. Andrews Presbyterian College, and Public Affairs and Administration at Western Carolina University. 

As part of the RLS staff, Ms. Downs will be responsible for helping the North Carolina Department of Transportation with their Innovations and Data Director in the Integrated Mobility Division (IMD).
