Matt Bussey

Matt Bussey works out of the Washington, DC office of RLS & Associates, Inc. He has over 10 years of experience practicing law, predominantly in the areas of corporate law and regulatory compliance. Matt has over seven years of experience in the transit compliance industry. His primary focus at RLS is conducting congressionally mandated reviews of Section 5307 recipient agencies as a lead reviewer on behalf of FTA and conducting Section 5310 and 5311 subrecipient reviews on behalf of state DOTs. He also assists agencies in the development and implementation of compliant policies and procedures in the areas regulated by FTA.

Matt has conducted over 100 FTA triennial and state management reviews. He is a subject matter expert in the areas of ADA and DBE.

Matt holds a Juris Doctor from Roger Williams University School of Law and a Bachelor of Arts from the University of Colorado at Boulder. He is a member of the Massachusetts Bar Association.
