Charles Glover

Mr. Charles Glover works out of the RLS Raleigh, North Carolina office and has over 43 years of public transportation experience, with extensive expertise in the planning and development of coordinated transportation services and administration of federal and state public transportation programs. Mr. Glover retired as Assistant Director for Planning and Programming, Rural Small Urban Program Manager, Intercity Program Manager, and Transportation Planner from the North Carolina Department of Transportation’s (NCDOT) Public Transportation Division in 2006 and joined RLS as a Senior Associate the following year.

Mr. Glover is RLS’ Lead Consultant and/or Project Manager for RLS’ intercity bus projects in Indiana, Tennessee, Massachusetts, and South Carolina, and is the Project Manager for RLS’ compliance monitoring projects in Wisconsin and North Carolina. In addition, Mr. Glover’s many other projects have included Project Manager for the Davidson County Paratransit Plan; Project Manager for the Jacksonville, NC Transit Triennial Review Assistance; Lead Researcher for the Ottawa County Transportation Agency’s bus specification development; Lead Consultant for Alabama DOT’s DBE Goal and Methodology, Intercity Bus application development, and American Recovery and Reinvestment Act (ARRA) assistance; and Lead Consultant for the Illinois DOT Downstate Illinois Operating Needs Assessment.

Mr. Glover received his Master’s degree in Administrative Services and his Bachelor of Science degree in Urban and Regional Planning from East Carolina University, Greenville, North Carolina.
