Laura Brown
Chief of Business Development/Director of Planning Initiatives 

Ms. Laura Brown works in San Antonio, Texas and is the Director of Planning Initiatives for RLS’ coordination and planning projects as well as the Chief of Business Development. Ms. Brown has a diverse background of transit planning and financial management and analysis experience as well as a solid history of experience with rural and urban transit systems, with a focus on community public and human service agency transportation. She is an experienced Project Manager having led dozens of projects across the country that involve the development of transportation plans, service evaluations, locally developed coordination plans, and service assessments. Her projects often incorporate public outreach activities, including passenger on/off counts and surveys.

A sample of Ms. Brown’s current projects includes Project Manager for the Randolph/Montgomery Counties, NC, Community Connectivity Plan to evaluate current services and develop new services (fixed routes and demand response) and make organizational structure recommendations for the local area and region; Project Manager for the Gwinnett County Transit (GCT) Plan Task to evaluate Human Services Transportation coordination opportunities that would create efficiencies for the GCT paratransit program; and ​co-​Project Manager for the rabbittransit Regionalization Effectiveness Study in a 10-county region near​ York County, PA to conduct a productivity and financial analysis of transit services to determine if measures implemented for cost efficiency were successful. Previously, Ms. Brown was Project Manager for two NCHRP Projects, NCHRP 20-65 Task 66, States and Local Use of Federal Transit Administration (FTA) Administrative Resources and NCHRP 20-65, Task 66 Best Practices for State DOTs to Meet Bus Fleet Replacement and Expansion Needs.

Ms. Brown completed her Master’s degree in Public Administration at Wright State University and received a Bachelor of Arts in Sociology from The Ohio State University. In addition, Ms. Brown completed National Environmental Policy Act Training and Categorical Exclusions Training, both sponsored by the Indiana Department of Transportation (INDOT) and the Federal Highway Administration (FHWA).
