Sean Oswald
Chief of Operations/Director of Drug & Alcohol Initiatives 

Mr. Sean Oswald is located in the Dayton Headquarters. He joined RLS in 2011, bringing over five years of GIS analysis, management, and training experience. Building on that experience, Mr. Oswald is now the Director of Drug & Alcohol Initiatives for all RLS drug and alcohol projects for transit systems and State Departments of Transportation (DOTs). He has quickly advanced to become a nationally respected and recognized expert on Federal Transit Administration (FTA) Drug and Alcohol Program regulations—conducting comprehensive grant compliance monitoring reviews and providing training and technical assistance to transit system and state DOT staffs across the country. His experience includes the conduct of over 800 annual and quarterly compliance and policy reviews for the States of California, Georgia, Maine, Nevada, New Hampshire, New York, North Carolina, Ohio, Oregon, Tennessee, Texas, and West Virginia. He provides technical assistance to both local transit systems and State Departments of Transportation both on-call and during FTA drug and alcohol testing program audits.

As an experienced and nationally recognized trainer, Mr. Oswald developed the curriculum for the Drug and Alcohol Testing Industry Association’s (DATIA) Substance Abuse Professional Training Manual and Course and continues to be a primary trainer on this topic. He has also presented at the FTA Annual Drug and Alcohol Program National Conference, and at various state public transit conferences and state forums in Oregon, Ohio, Oklahoma, and Indiana, on various topics including, “Emerging Drug Patterns and Shifting Demographics;” “Unpredictable Testing—Random and Follow-up Testing;” “Developing a USDOT-FTA Compliant Drug & Alcohol Policy;” “Drug and Alcohol Program Manager (DAPM) Compliance;” “Reasonable Suspicion;” “Transition Planning and DAPMs;” “How to Monitor Your Drug and Alcohol Testing Collection Site;” “Drug and Alcohol Training for Transit Professionals;” and several others. He is also a certified “Passenger Assistance Techniques” trainer.

In addition to his drug and alcohol program responsibilities, Mr. Oswald is the Project Manager for the Oregon DOT Compliance Monitoring project as well as a Lead Reviewer, served as an investigator for the FTA 2011-12 Prescription and Over-the-Counter and Post Accident Follow-Up Study, is a CTAA Certified Safety and Security Officer, and member of the RLS safety and security team that conducts transit safety and security reviews and assessments.

Mr. Oswald earned a Bachelor of Science in Substance Abuse Counseling from the University of Cincinnati, and is a Certified Employee Assistance Professional.

In 2020, Mr. Oswald was selected to serve as a Commissioner on the CCDAPP (Certification Commission for Drug and Alcohol Program Professionals) (Formerly known as SAPACC)
