Transit Academy 101 (TA101) will present a comprehensive training for Directors/Managers of NC public transportation systems that receive 5311 grant funds through NCDOT’s Integrated Mobility Division. Transit Academy 101 consists of five learning modules. Each module is delivered as a 2-day, in-person classroom training.
Description of Modules:
Introduction to Transit Management – Administration and Oversight
Topics include establishing the culture of the organization, working with governing boards and TABs, and establishing the mission, vision, goals, values, and effective communications. Other topics include planning, grants management, policies and procedures, training, marketing and advocacy, and crisis management.
Financial Management
Topics include: what financial management is and what it means to the financial health of the transit organization, budgeting, NCDOT’S Uniform Public Transportation Accounting System (UPTAS), EBS, claims, budget changes, period of performance extensions, cost allocation; historical trends, forecasting; accrual vs. cash; proper documentation, policies and procedures and Compliance with 2CFR200, FTA and NCDOT requirements
Procurement
Topics include NCDOT-IMD and FTA requirements and regulations, procurement thresholds, FTA Circular 4220.1F, the Common Rule, invitation for bid (IFB), and requests for proposals (RFPs). NCDOT-IMD procurement required forms and tools, the Group exercise will include the use of the newly updated Procurement Pro.
Introduction to Transit Management Operations
Topics include: different types of services provided (i.e., demand response, deviated routes), system performance evaluation, establishing performance goals, peer system comparison, transit asset management, regulatory requirements, and the impact of operating policies and procedures on service design and performance
Operational Service Planning and Compliance
Topics include: performance measures, their importance, how they can and should be used to measure and monitor service and quality and how they can influence change a discussion on the impacts to local service relative to ADA, Title VI, Limited English Proficiency (LEP), and Environmental Justice (EJ) requirements; understanding of transit propensity, fare policies; the correct process for fare and service changes; scheduling and dispatching; vehicle and facility maintenance, and operating policies and procedures.
