Kim Angel

Ms. Kim Angel has more than 25 years of direct experience managing transit operations, service contracts, grants at the federal, state, and local level, and a diverse range of public transportation projects. As an Associate at RLS, Kim will be in charge of managing the day-to-day operations of the North Carolina Rural Transit Assistance Program (NCRTAP). 

Prior to joining RLS, Ms. Angel served as the Executive Director for Greenway Public Transportation, a four-county regional system providing fixed-route bus as well as deviated fixed (flex) route, demand response, and microtransit services. Greenway serves both the urbanized area of Hickory, NC, and the non-urbanized areas in the four-county region.

Ms. Angel began her career in public transportation as the first Macon County (NC)Transit Director. She was responsible for the planning and implementation of the transit system and served as the Director for more than 23 years. Ms. Angel was instrumental in securing funding to implement automated scheduling, dispatching, and billing software, and build a transit administration and operations facility and an expanded parking facility for vehicles.

During her public transportation career in NC, Ms. Angel was actively involved in the NC Public Transportation Association Board of Directors, serving in various roles including Vice President for Rural Transportation and President of the Association. As chairperson for the NEMT sub-committee for NCPTA, she was credited with developing dynamic new partnerships with the Department of Health and Human Services, transportation brokers, and healthcare companies. Ms. Angel earned a Bachelor’s Degree in Business Administration from Western Carolina University. She is also a Certified Community Transportation Manager
(CCTM), through CTAA.
