Neil Sherman

Neil Sherman works out of Richmond, Virginia, having joined RLS & Associates, Inc. after a successful career with the Virginia Department of Rail and Public Transportation (DRPT). Neil has over 37 years of experience working with both public transit and human service transportation programs in Virginia. He retired as the Director of the Statewide Transit Programs which was responsible for administering oversight and technical assistance for the FTA Section 5310 Programs, FTA 5311 Programs, and all state funding to urban transit providers. His division also developed specifications for state contracts for public transit vehicles in Virginia. This included transit vehicles from the modified minivan to the 12-year transit electric bus.

He has expertise in starting new and expanding FTA Section 5311 public transit rural systems and produced all of Virginia’s Coordinated Human Service Transportation Plans. Neil’s division was also managing a very successful state RTAP program that funded a peer-to-peer network, scheduled and conducted training, planned an annual rural roadeo, and funded a state rural and human service transportation conference and EXPO every year.

As part of the oversight responsibilities DRPT conducted compliance reviews for FTA Section 5310 and 5311 Programs and also provided technical assistance to the review findings.

Neil will be working on the RLS Compliance team conducting FTA Triennial and state management reviews and providing technical assistance to clients where needed.
