Mr. Ray Boylston

Mr. Ray Boylston works out of the RLS Wake Forest, North Carolina office. He has over 30 years of experience in transit planning, management, operations, compliance, and finance at the state, county, and municipal levels, in both the public and private sectors. His special emphasis is on transit planning, operations, and Federal compliance. A former Transit Administrator for GoCary—a fixed route and demand response transit system in Cary, North Carolina—Mr. Boylston was instrumental in securing over $50M in operating and capital funding for Cary through serving as key staff on the adopted Wake Transit Plan that provides funding for commuter rail, bus rapid transit, and extensive increase in bus services.
A sample of Mr. Boylston’s RLS projects includes technical assistance and support to Wake County, NC and the City of Raleigh, NC, the Randolph-Montgomery Counties Community Connectivity Five-Year Plan to increase transit system capacity in the region; the Concord, NH Transit Service Plan and Boarding/Alighting Study; the Rock Hill, SC Fixed Route Implementation Plan finalizing fixed-route alignments and recommendations for a new transfer hub; Maintenance and Facility Evaluation for the City of Fayetteville, NC; Transit Services Plan for Rolesville and Wake Forest, NC; Bus transit expert for the Cary, NC Multimodal Facility Site Selection, Concept, and Feasibility Study; and Project Manager for Tiffin, OH Fixed Route Implementation Plan. Additionally, Mr. Boylston has been the lead reviewer over 124 on NC, IL, GA, and OH federal compliance reviews of Section 5307 and 5311 transit systems.
Mr. Boylston earned a Master of Public Administration (M.P.A.) degree from the University of Oklahoma in 1990 and a Bachelor of Arts degree in History from N.C. State University in 1982.
