Zach Kincade
Associate
Mr. Zach Kincade works out of the RLS Texas Office. He has over 16 years of experience as a project manager and Lead Analyst for RLS data collection and survey analysis projects. He also provides technical support to RLS senior staff in the conduct of service evaluations and transit development plans, comprehensive operational analyses, coordinated human service and public transit plans, including public involvement activities and map development using ArcGIS to represent pockets of targeted populations in a specific study.
He also serves many other roles for RLS, including webmaster, IT coordinator, Lead Production staff for all RLS’ proposals and products, including two RTAP newsletters, as well as Editor for the RLS internal newsletter, the Consultant Connection.
Mr. Kincade’s projects include Project Manager and Lead Researcher for Greater Dayton RTA Performance Evaluations and Title VI Analysis Update; Project Manager for the Butler County RTA Salary Study; Task Lead for scheduling dispatch software for Ohio rural transit systems; Lead Supervisor for the Jackson Area Transportation Authority passenger survey; Major contributor to the Richland County Transit Board Transportation Development Plan; and Project Manager of the Hancock, Hardin, Wyandot, and Putnam Community Action Commission Community Needs Assessment.
Mr. Kincade completed a Bachelor of Science in Geography from Wright State University and a Public and Human Service Transportation Certificate as part of the WSU/Ohio DOT Certificate Program. He attended the National Environmental Policy Act Training hosted by Indiana Department of Transportation (INDOT) & Federal Highway Administration (FHWA) and the National Environmental Policy Act Categorical Exclusions Training hosted by INDOT & FHWA.
